Since 2012, there has been a division into 9 Packs/Sets for the U.S. market and 10 Packs/Sets for the ROW (Rest of World) market. The reason is psychological, as American customers demand that the price of a single car remains at $1. With increasing production costs, this can only be achieved by reducing the total number of cars in the set.
In 2012, 7 sets were released for the U.S. and 8 sets for the ROW – more precisely, 7 sets for the ROW and 1 set for Canada. The 10 Pack/Set that appeared in the last wave (Wave D) and only on the Canadian market, nowhere else, soon became one of the rarest sets of the Mattel era. This happened mainly due to the exclusive car it contains 1999 Chevrolet Silverado 4x4 in the National Parks color scheme. The limited availability of the set and the high demand among collectors for the popular National Parks theme caused the set’s price to climb to around $1000.
In Wave A, there are four sets with exclusive vehicles: Chevrolet Impala, Mitsubishi Eclipse, Jeep Compass, and Ice Cream Van. In Wave B, one set was released with the Chevrolet Corvette C6. And in Wave C, two sets – one with the Land Rover SVX and one with the International Pumper.
The set with the exclusive fire truck International Pumper is also highly sought after, but surprisingly not primarily because of the exclusive model itself, but because of another car in the set – a green metallic Dodge Challenger. The model was originally supposed to be released in the mainline series, but there were some licensing issues. As a result, the already-produced cars were placed into the 9/10 Pack/Sets, making this set contain two exclusive models, which makes it extremely rare.
